Water - some facts by Ho Wing On
It appears that all govts. of the world take a 'money
first' approach in ruling the countries ??
"According to U.N. Works for Fresh Water, about 1.2
billion people currently have no access to safe
drinking water and another 2.4 billion lack proper
sanitation."

" This big, needy city of Sydney is exhausting its
rivers."

" Central governments can play a proactive role in
designing such systems of capacity support. But the
lesson is clear: such support is best delivered in the
context of on-going reforms."

It is noted that the power of a central govt. is
limited both by budget and by the 'democratic
process'.
This must be a very long process to rectify and would
be interesting even to find the actual situation --
whether the trend is improving or getting worse ?
